You can try water pressure cleaning, or steam, if it works, its great ! Its the most environment-freindly answer. Don't use sand-blasting, as that causes damage to the surface of the bricks, and then the bricks may be more porous and open to accelerated weathering and other damage. However, if it does not work, use professional paint remover specifically for bricks, because bricks are more porous than most painted surfaces, and paint adheres very tenaciously. Unless it's a really huge wall, I would try a power washer, then some furniture stripper, then power wash again. If you want it really totally removed, then it will probably require sand blasting.
I think the machine used is called a Pressure or Water Blaster. Go to your nearest hardward store,tell them your problem,and you can probably rent the machine. If there's a ';Graffiti Removal'; company in your neighborhood, (depending on how much paint there is on the wall), They will remove if for free.
