Hydro-Stop is formulated to provide permanent solutions to water ingress problems throughout the entire building.

I have used it.It works great.

I found it at a supply store that sells industrial paint and roofing supplies. It is also expensive, but in the long run it was worth every penny.

You can read about it on this site. Or just search for Hydro Stop there are a lot of other sites that have it.
You can make your own cement paint and it will be much better and cheaper than buying a ready made product.

Buy a bag of Portland cement, can of colorant, and a gallon of hardener/bonding agent for cement at Lowes or the depot.

You can make a waterproof paint mix out of of it using this formula: One cup of hardener to a gallon. One cup of Latex cup of latex paint to a gallon , five cups of cement. Add water to suit for thickness. Stirr vigorously and apply with a large roller working it into a wetted down wall. Keep stiring while you recoat the roller. You can also seal your outside concrete patio with this sort of mix and it works well outside too.
UGL, is the best waterproof product to most consumers, anything with silicone is good too!
