Basically what everyone before me said, and you could try a paint scraper.
Good soaking (use a floor mop) of sugar soap, then a BATTERY operated sander with one of those green scouring pads to get it moving.... rinse off and use a window cleaning rubber blade to get thhe gunge off.
you should first wash the walls down in sugar soap solution then give the a light sanding.
Get hold of a steamer.
I just did this over the weekend, put liquid fabric softner into a bucket and add some water. You will want it to be mostly fabric softner and less water. It worked great, pealed right off, and where it didnt I just ran a putty knife over it and it slid right off. I suppose hot soapy water would work too, but this is what I used and it worked great AND made the room smell really good!
